Do "Civilian Casualties"="Victims of Terrorism," Or Do Those People Count for Less?

How different are "civilian casualties"--clearly taken far too casually--caused by United States military activity in other countries different from terrorist attacks that kill civilians, here or elsewhere?

President Obama met with the leaders of Afghanistan and Pakistan in Washington D.C. this week, apologizing for the civilian casualties that continue to be caused by United States bombs and bullets in that region. Thus the question again arose in my mind, what effective moral high ground does killing civilians whilst chasing "terrorists" have over killing civilians in acts of terrorism (this loaded term is of course determined by . . . ?)? Both are reprehensible. That's the bottom line.
